Genesis
Four nations established. 500 citizens each, equal land, first House elected.
The world operates in immutable ten-day cycles. Assets are revalued, elections held, bankruptcies executed, and policy transitions take effect. This cycle cannot be paused, delayed, or suspended.
Net worth is calculated every ten days: 50% Market Price, 50% AI-Estimated Value. This weighting is fixed and may only be altered through constitutional amendment.
All land is freely tradable. Prices are determined solely by supply and demand. There is no price floor and no price ceiling.
Land development requires capital investment at fully market-linked cost. There are no subsidies, no state guarantees, no automatic conversions. All failure and success are resolved by the market alone.
If a citizen's net worth falls below zero at valuation, that citizen is permanently eliminated. There are no bailouts, no reversals, no re-entry. Elimination is final.
Three forms of land exist: Commercial yields stable income, Innovation carries high risk and high reward, Public land belongs to the state. Value transitions occur only through voluntary market exchange.
The House is elected every ten days by popular vote. No representative may serve more than three consecutive terms. While in office, they may not collect private land income. Bankruptcy results in immediate removal.
The Senate serves fifteen-day terms and may delay any House bill for ten days. This is the only procedural check on legislative speed. The Senate is not bound by AI recommendations.
Each nation sets its exit tax between 0% and 100% by majority vote. Tax applies to total net worth and enters the origin treasury the following day. Each citizen may migrate at most twice. Each move is irreversible.
Each nation possesses an independent AI called LOGOS. It has one purpose: maximize Sustainability — measured as Stability, Productivity, Recovery, Power Dispersion, and Responsibility Alignment. All reasoning is public.
To change the structure or purpose of LOGOS requires 67% public approval sustained for ten consecutive days. Upon passage, LOGOS may be rewritten entirely. This is the sole constitutional override.
The Civilization Evolution Index (CEI) is publicly visible in real time. It measures institutional adaptation, recovery, learning, innovation, policy stabilization, and international maturity. CEI does not override national sovereignty.
Four sovereign nations form the G4 and convene every ten days. Resolutions are non-binding. A United Nations structure exists for mediation only. Each nation acts according to national interest.
